Mayor Karpan called the city council meeting to order at 7:00 p.m.

Council members present: Fisher, Alexander, Herold, and Russell.

Approval of Agenda
A motion was made by Fisher to approve the agenda. Seconded by Russell. Ayes-All. Motion carried.

NOTICE TO THE PUBLIC: All items listed under the consent agenda will be enacted by one motion. There will be no separate discussion on these items unless a request is made prior to the time Council votes on the motion.

CONSENT AGENDA
Approval of August 10th and August 26th 2015 Minutes
Approval of Claims from August 10th-September 11th, 2015 in the amended amount of $71,288.44
Approval of Treasurers Report

A motion was made by Fisher to approve the consent agenda. Seconded by Herold. Ayes-All. Motion carried.

NEW BUSINESS

1) Approval to Re-Bid Renovation for New Library
A motion was made by Fisher to approve that the Library re-bid for the new library renovations/construction. Seconded by Herold. Ayes-All. Motion carried.

2) Approval of Car Show on the Square for Library Fundraiser
A motion was made by Herold to approve the library fundraiser car show and allow craft vendors. Seconded by Fisher. Ayes-All. Motion carried.

3) Discuss Excessive Dust on North Street with Possible Action
No Action.

4) Approval of Resolution 2015-51 (Annual Street Financial Report)
A motion was made by Fisher to approve Resolution 2015-51. Seconded by Herold. Ayes-All. Motion carried.

5) Set Date and Time for Beggars Night
A motion was made by Fisher to approve Trick or Treat (Beggars Night) to be on October 31st, from 6pm-8pm. Seconded by Alexander. Ayes-All. Motion carried.

6) Approval of Liquor License Renewal for Mason’s Automotive
A motion was made by Fisher to approve the liquor license renewal. Seconded by Alexander. Ayes-All. Motion carried.

7) Discuss Street at Coop with Possible Action
No Action Taken

8) Approval for Officer Johns to Attend Training
No Action Taken

9) Approval to Cash Out Library CD For New Building Expenses
A motion was made by Fisher to cash out the Library CD on its maturity date (Sept. 25th 2015) and use it towards the new library renovation expenses. Seconded by Herold. Ayes-All. Motion carried.

10) Discuss MidAmerican LED Street Light Conversion with Possible Action
A motion was made by Herold to begin the street light conversion. Seconded by Alexander. Ayes-All. Motion carried.

11) Approval of Chain of Command in Police Dept. Policy Handbook
A motion was made by Fisher to approve the chain of command procedures. Seconded by Herold. Ayes-All. Motion carried.

12) Review and Approve 2015 Annual Exam Bids
A motion was made by Herold to approve the submitted bid by Faller-Kincheloe for the 2015 Annual Exam. Seconded by Herold. Ayes-All. Motion carried.

13) Discuss Moving Police Dept. into Old Library Once Vacated with Possible Action
Tabled

14) Approval of Waste Water Generator Service Check Plan
A motion was Fisher to approve the Service Plan for the Waste Water generator service plan. Seconded by Herold. Ayes-All. Motion Carried.

15) Approval of Final Consideration of Ordinance 126 (Adding a New Section Regarding Raising Urban Chickens)
Tabled

16) Discuss Digging Out Ditches/Cleaning Out Driveway Culverts with Possible Action
Council discussed and will implement changes to ordinance. Table for next meeting.

17) Discuss Property Clean Up at 111 SW 1st
A motion was made by Fisher to send a letter to 111 SW 1st to clean up property. Seconded by Herold. Ayes-All. Motion carried.
