Regular Council Meeting

Melcher-Dallas City Hall

 CALL TO ORDER 7:00 P.M.

Mayor Van Wyk called the meeting to order at 7:00 pm

Roll Call:

Council Members Present: Fisher, Herold, Ernst, Robbins. Council member Alexander was not present.

Approval of Agenda

A motion was made by Fisher to approve the agenda.  Seconded by Herold.  Ayes-All. Motion carried.

CONSENT AGENDA

Approval of August 8th  2016 Council Meeting

Approval of Claims from August 8th-Sept. 12th 2016 in the amended amount of $110,711.64

Treasures Report

Approval of Consent Agenda

A motion was made by Robbins to approve the consent agenda. Seconded by Ernst.  Ayes-All. Motion carried

Sheriff’s Report

Deputy Sheriff was present to give the sheriff’s report for August.

PERSONS WISHING TO SPEAK (LIMITED TO FIVE MINUTES)

City employee Mike Hoch let the council know that he would be off work for a few months on medical leave.  The City Clerk will put this on the October agenda for approval.

Public Hearing                      Ordinance 135 (Amending Zoning Ordinance Map)

                                                Proposing Sale of Property (3 Lots North of Community Center)

 A motion was made by Robbins to open the public hearing for Ordinance 135 at 7:10 pm. Seconded by Herold.  Ayes-All. Motion carried.  No public was present for discussion. A motion was made by Robbins to close the hearing at 7:11 pm. Seconded by Herold.  Ayes-All. Motion carried.

A motion was made by Robbins to open the public hearing at 7:11 pm for Proposing the Sale of Property.  Seconded by Fisher. Ayes-All. Motion carried.   Public asked about the mowing of the properties.  A motion was made by Fisher to close the public hearing at 7:12 pm. Seconded by Robbins. Ayes-All. Motion carried.

 

NEW BUSINESS

  • Approval of Resolution 2016-70 (Directing the Sale of An Interest in Real Property): 3 Lots North of Community Center 

A motion was made by Fisher to approve Resolution 2016-70.  Seconded by Herold. Ayes-All. Motion carried.

  • Approval of First Consideration of Ordinance 135 (Amending Zoning Ordinance Map)

A motion was made by Fisher to approve the first consideration of Ordinance 135.  Seconded by Robbins. Ayes-All. Motion  carried.

  • Approval to Waive Second and Third Consideration of Ordinance 135

A motion was made by Robbins to waive the second and third consideration Seconded by Fisher. Ayes-All.  Motion carried.

  • Approval of First Consideration of Ordinance 136 (Amending Special Speed Zone)

A motion was made by Fisher to approve the first consideration of  Ordinance 136 as amended.  Seconded by Ernst. Ayes-All. Motion Carried.

  • Approval to Waive Second and Third Consideration of Ordinance 136

A motion was made by Herold to waive the second and third consideration of Ordinance 136.  Seconded by Fisher. Ayes-All. Motion Carried.

  • Discuss No Parking in Alley Between High School and Northcote’s With Possible Action

A motion was made by Robbins to allow a 15 minute student pick up and drop off only in the alley between Northcotes and the High school.  The City will post a sign under the No Parking sign at the high school. Seconded by Fisher. Ayes-All.  Motion carried.

  • Discuss Halloween Party at 116 SW 1st Street

Council and citizen discussed a Halloween party at the community center.  No action was taken.

  • Discuss Putting Sealcoat on Parking Lot Behind New Library With Possible Action

Council member Fisher made a motion to table the item until budget discussions. Seconded by Ernst. Ayes-All. Motion carried.

  • Approval of Resolution 2016-69 (Street Financial Report)

A motion was made by Fisher to approve Resolution 2016-69. Seconded by Herold. Ayes-All. Motion carried.

  • Set Date and Time for Beggars Night

A motion was made by Herold to approve Beggars Night to be held on October 30th, 2016 from 6-8 pm.  Seconded by Robbins. Ayes-All. Motion carried.

  • Approval to Change Address’s on S45 to Comply with E911 Regulations

A motion was made by Fisher to approve the address changes within the city limits from S45 to NW 1st to comply with the E911 regulations. Seconded by Ernst.  Ayes-All. Motion Carried.

  • Discuss Purchasing Decorative Planters To Beautify Business District and Park

No Action

  • Discuss Resident Planting Tree in Right of Way

A motion was made by Herold to not allow the resident to plant a tree in the city right of way.  Seconded by Fisher.  Ayes-All. Motion Carried.

  • Set Public Hearing for Proposed Zoning Changes at 412 3rd St SE

A motion was made by Fisher to set the zoning public hearing for October 10th, 2016. Seconded by Robbins. Ayes-All. Motion carried.

  • Approval to Paint Parking Stripes on Street in Front of Methodist Church

A motion was made by Fisher to allow the Methodist Church to use the city striping equipment to paint parking lines. Seconded by Herold.  Ayes-All. Motion Carried.

  • Discuss Vacating Section of Street on Lincoln and Behind 602 Jackson Street

No action

  • Discuss Tree Removal Behind 602 Jackson Street

No Action

  • Approval to Put in Walk Up Window at City Hall for Utility Payments

A motion was made by Fisher to not put in a walk up window at City Hall.  Discussion was made about getting a camera in the office at City Hall.  Seconded by Ernst.  Ayes-All. Motion Carried.

  • Approval of Amended 28E Agreement from Marion County Emergency Response Association

A motion was made by Fisher to approve the amended 28E Agreement for Marion County. Seconded by Herold. Ayes-All. Motion carried.

 

OLD BUSINESS

  • Open Bids for Cement Work at 712 Main Street

No Action

  • Discussion of Water Drainage at 712 Main Street and How to Re-Route the Water Flow with Possible Action

A motion was made by Fisher to approve the Marion County Engineers recommendations of scraping off the shoulder, laying down millings and erosion control and allowing the water to flow down the shoulder. Seconded by Herold. Ayes-All. Motion carried.

Streets-Council asked about Culvert project. Storage Facilities by Coop have 100’ culvert.  Maybe it needs a clean out in the middle?

Fire Chief Report-Bunker Gear came in. Have had 125 calls year to date.

Planning and Zoning Report-NA

 Board of Adjustment Report-NA

Mayor’s Report-Mayor discussed council department duties.

Council’s Report-Projects getting done in a timely fashion.
