Regular Council Meeting

Melcher-Dallas City Hall

September 11, 2017

7:00 P.M.

Mayor Barbara Van Wyk called the meeting to order at 7:00 P.M.

Council members present were Jerry Alexander, Mark Herold, and David Ernst.

Council members absent were Brad Robbins and Terry Fisher

A motion was made by Herold to approve the agenda. Seconded by Ernst. Ayes: All

A motion was made by Ernst, seconded by Herold, to approve the consent agenda consisting of approval of the August 21, 2017 minutes, and approval of accounts payable in the amount of $25,533.82. Ayes: All

A member of the Marion County Sheriff’s office was present to answer any questions regarding the monthly contract. He will follow up on items brought to his attention.

Andrew Collins of MPO was present to discuss the application for the CDBG sewer funding grant. He will write the grant for a fee of $65.00 per hour with an estimated time of 10 hours. He will also write the application for the USDA grant. The preliminary report is done for the Comprehensive Plan and he will be forwarding a copy of the first chapters to the  Planning and Zoning Committee and the Council for review. A meeting between Andrew and the Planning and Zoning Committee will be held to make any revisions needed.

A motion was made by Ernst, to approve the Resolution entitled “Resolution Certifying Water and Sewer Services, on Delinquent Water/Sewer Bills. Seconded by Alexander. Ayes: All

The above Resolution was approved and numbered 2017-96.

A motion was made by Herold , seconded by Ernst, to approve the Resolution  entitled “Resolution Approving the Street Financial Report for the Fiscal Year ending June 30. 2017”. Ayes: all

The above Resolution was approved and numbered 2017-94.

A motion was made by Ernst to approve the Liquor license Renewal for Masons Auto. Seconded by Herold. Ayes: All

A motion was made by Herold, seconded by Ernst, that an ordinance entitled, “An Ordinance Amending the Code of Ordinances of the City of Melcher-Dallas, Iowa, by Amending Provisions Pertaining to When a Stop is Required”, be given its first reading and placed on file. Ayes: All

A motion was made by Herold, seconded by Ernst that, an ordinance entitled, “An Ordinance Amending the Code of Ordinances of the City of Melcher-Dallas, Iowa, by Adding a New Section in 65.03 Pertaining to Four-Way Intersections”, be given its first reading and placed on file. Ayes: All

A motion was made by Ernst for the City Clerk and Deputy City Clerk to attend the Data Tech training on October 18, 2017. Seconded by Alexander. Ayes: All

A motion was made by Ernst to approve the hiring of an additional part time handyman for a maximum of 10 hours per week. Seconded by Herold. Ayes: All

A motion was made by Ernst to set Beggar’s night as October 31, 2017 from 6:00 P.M. to 8:00 P.M. Seconded by Herold. Ayes: All.

A motion was made by Ernst, seconded by Alexander, to approve a Resolution entitled “ A Resolution Approving and Adopting a Revenue Purpose Statement for the Use or Expenditure of Fee Revenues from Proposed Electric and Natural Gas Franchise Fees”. Ayes: All

The above Resolution was approved and numbered 2017-95.

A motion was made by Ernst, seconded by Herold, that an ordinance entitled, “An Ordinance Amending the Code of Ordinances of the City of Melcher-Dallas, Iowa, by Amending the Electric and Natural Gas Franchises”, be given its first reading and placed on file. Ayes: All

Discussion and possible action to waive the second and third readings and to adopt the Ordinance amending the Electric and Natural Gas Franchises , was tabled until next meeting due to the lack of the number of requied members being present.

A motion was made by Ernst to write off past due water/sewer accounts for deceased and any account under $43.00. The City will file all accounts that have a SSN on file above the $43.00 limit and to continue to try to contact other account holders. Seconded by Herold. Ayes: All

The discussion on the employee health insurance was tabled until next month to allow the Council members to further review the information.

DEPARTMENT REPORTS

Fire Department: The Fire Department received a grant. The Fire Prevention Week activities have been planned and will be announced. They have ordered the piece to fix the siren in Melcher.

Library Board Report: The next evening class is on September 13th from 6:00 P.M. to 8:00 P.M for crocheting.

Mayor’s Report: The uptown cleanup from the July 4, 2017 fire may begin at any time. Van Wyk spoke to Dave Linkledder the Fire Marshall, who indicated it is still an active investigation, but it has been released for clean up. The City Attorney is currently writing a letter to the owners of both businesses with a deadline to have the clean up completed.

Council’s Report: Alexander indicated that the alley between D & S Grocery and the High School is a no parking zone but there is currently cars parking there through the day. This is causing problems for access to the dumpsters. Officer Hoch will look into this and issue no parking tickets.  Herold brought up that there are still several swimming pools that do not have a fence which is required by an Ordinance. A note will be added to the water bills in the spring to bring this to the attention of the citizens.

Clerk’s Report: The new copier will be delivered on September 12, 2017 with the installation on September 13, 2017.  The floors will be re-done on Friday September 15th and Monday September 18th after office hours.  The old library building was inspected on Friday September 8th, but we have not received the report at this time.  Cory Frank called regarding the abandoned well on Lovers Lane. The well is on the City side of the road. The County will reimburse up to $500.00 to fill the well in. The City Clerk will do more research to verify it does not provide a water source to the adjacent properties. At this time the City will not make any exceptions from the 20’ width for buildings being used as a home.
