Mayor Karpan called the city council meeting to order at 7:00 p.m.

Council members present: Fisher, Brown, Russell. Council member Herold arrived at 7:30. Council member Alexander was absent.

Approval of Agenda
A motion was made by Fisher to approve the agenda. Seconded by Russell. Ayes-All. Motion carried.

NOTICE TO THE PUBLIC: All items listed under the consent agenda will be enacted by one motion. There will be no separate discussion on these items unless a request is made prior to the time Council votes on the motion.
CONSENT AGENDA
Approval of July 14th and July 21st 2014 Council Minutes
Approval of Claims from July 12th-August 8th, 2014 in the amount of $49,346.45

A motion was made by Fisher to approve the consent agenda. Seconded by Brown. Ayes-All. Motion carried.

OPEN PUBLIC HEARING: Proposing Disposal of Interest In Real Property By Sale (216 NW 1st)

A motion was made by Fisher to open the public hearing. Seconded by Brown. Ayes-All Motion carried.

Public inquired about the location of the lot, how much it sold for and who purchased it.

A motion was made by Fisher to close the public hearing. Seconded by Russell. Ayes-All. Motion carried.

PERSONS WISHING TO SPEAK (LIMITED TO FIVE MINUTES)

Public spoke about dogs at large and concerns about a dangerous intersection.
NEW BUSINESS

1. Approval of Resolution 2014-23 (Resolution Directing the Sale of an Interest in Real Property Following the Public Hearing)

A motion was made by Fisher to approve Resolution 2014-23. Seconded by Brown. Ayes-All. Motion Carried.

2. Discuss Mowing Ditches at Property on 3rd Street with Possible Action
No action was taken. The citizen was given 4 options by the city for mowing his ditches.

3. Approval to Hire Additional Part Time Police Officer
A motion was made by Brown to approve hiring an additional part time police officer. Seconded by Russell. Ayes-All. Motion Carried.

4. Approval of Resolution 2014-24 (Library Grant)
A motion was made by Fisher to approve Resolution 2014-24. Seconded by Herold. Ayes-All. Motion carried.

5. Approval of Resolution 2014-25 (Farmers Market)
A motion was made by Herold to approve a weekly farmers market at the park which will be organized by Linda Cort. Seconded by Brown. Ayes-All. Motion carried.

6. Approval of Ordinance 116 (Repealing Section 77.06 of Golf Cart Ordinances for headlights/taillights)
A motion was made by Brown to approve Ordinance 116. Seconded by Brown. Ayes-All. Motion carried.

7. Approval to Waive Second and Third Reading of Ordinance 116
A motion was made by Fisher to waive the second and third reading of Ordinance 116. Seconded by Russell. Ayes-All. Motion carried.

8. Approval of Ordinance 117 (Repealing Section 165.21 of Zoning Regulation of Fences)
A motion was made by Fisher to approve ordinance 117. Seconded by Brown. Ayes-Fisher, Brown, Russell. Nays-Herold. Motion carried.

9. Approval to Waive Second and Third Reading of Ordinance 117
A motion was made by Fisher to table the second and third reading so clerk can investigate the Iowa Code further on fencing. Seconded by Herold. Ayes-All. Motion carried.

10. Approval of Ordinance 118 (Amending Section 99.10 Subsection 2 Sewer Line Capping)
A motion was made by Fisher to approve Ordinance 118. Seconded by Herold. Ayes-All. Motion carried.

11. Approval to Waive Second and Third Reading of Ordinance 118
A motion was made by Herold to waive the second and third reading of Ordinance 118. Seconded by Brown. Ayes-All. Motion Carried.

12. Open and Review Sealed Bids for City Properties with Possible Closed Session Pursuant to Iowa Code Section 21.5 (l) (j)
A motion was made by Fisher to accept the highest bid for properties at 202 NE 3rd and 302 NW 1st street. Bids were awarded to Scott Northcote: 202 NE 3rd $750.00 and 302 NW 1st $2,014.00. Seconded by Herold. Ayes-All. Motion carried.

13. Discuss with Possible Action Seal Coat Proposal
A motion was made by Brown approve the proposal for seal coat from LL Pelling. Seconded by
Russell. Ayes-All. Motion carried.

14. Discuss Verizon Cellphone Tower Zoning
No action

15. Review Fence Quotes For Tree Dump with Possible Action A motion was made by Herold to accept the bid submitted by Heartsill. Seconded by Brown. Ayes-All. Motion carried.

16. Approval to Pay Mike Damon for Hot Spot
A motion was made by Brown to approve paying Mike for use of his wireless hotspot for the city laptop. Seconded by Fisher. Ayes-All. Motion carried.

OLD BUSINESS

17. Discuss Mowing Regulations with Possible Action
A motion was made by Fisher that property on S45 on the north end of town can be mowed with a conventional mower and will have to adhere to ordinance mowing regulations. Seconded by Herold. Ayes-All. Motion carried.
DEPARTMENT REPORTS

Water: Council would like to discuss service line repairs and a possible amendment to the ordinance on resident responsibility for water lines.

Sewer: Council would like to see about fixing leaking manholes.

Parks: City discussed memorial benches and cement slabs at park.

Streets: Put gravel on two corners on NW 1st.

Public Safety Report: Written report from Office Wittowski

Fire Chief Report: None

Library Board Report: None

Mayor’s Report: Mayor discussed trees.

Council’s Report: Council discussed a drainage ditch on the south end of town that is not draining.
