Special Council Meeting

Meeting was called to order at 7:00 by Mayor Barbara Van Wyk.
Council Members present: Brad Robbins, Jerry Alexander, Mark Herold, David Ernst, Terry Fisher
A motion was made by Fisher to approve the agenda. Seconded by Ernst. Ayes: All.
Mark Reinders from Mid American spoke regarding a proposed Franchise Fee. The maximum percent that the city can request is 5% but with the current 1% Local Option Sales Tax, the percent charged on the utility bill would be 4%. The minimum is 1%. The fee could be used for a variety of things and would be stated in a Revenue Purpose Statement set up by the Council prior to the implementation of the fee. The city would receive the fees every quarter from Mid American. Mid American does not collect a fee from the City but does keep any interest earned on the fee while it is being held prior to the payment being sent. Any money collected from the franchise fee is to be kept separate from the general fund to be used only for what is stated in the Revenue Purpose Statement.
The concerns of the Public present for the meeting were that the residents on a fixed income would not be able to cover this additional cost. They felt that the money would be best used to cover infrastructure and attorney fees to help with the city wide clean up of properties.
Decision tabled pending further discussion at next council meeting.
A motion was made by Fisher to adjourn at 9:00. Seconded by Ernst. Ayes: All.
