Mayor Karpan called the city council meeting to order at 7:00 p.m.
Council members present: Fisher, Brown Herold and Russell. Councilmember Alexander was absent.
Approval of Agenda
A motion was made by Fisher to approve the agenda. Seconded by Brown. Ayes-All. Motion carried.
NOTICE TO THE PUBLIC: All items listed under the consent agenda will be enacted by one motion. There will be no separate discussion on these items unless a request is made prior to the time Council votes on the motion.
Approval of June 8th and June 18th, 2015 Minutes
Approval of Claims from June 9th, 2015-July 2nd 2015 in the amended amount of $117,775.49

A motion was made by Fisher to approve the consent agenda. Seconded by Brown. Ayes-All. Motion carried.
PERSONS WISHING TO SPEAK (LIMITED TO FIVE MINUTES)
Sinners and Saints wanted to let council know that they were having a poker run on Saturday. Gary Parks asked about re-routing water run-off from rain at 712 Main St. to avoid a wash out at the driveway.
OPEN PUBLIC HEARING: Proposed Closing of Alley North of Lots 4, 5, 6 in Block 1 in B & M Addition to the Original Town of Dallas, Iowa, now known as Melcher-Dallas, Iowa
CLOSE PUBLIC HEARING
A motion was made by Fisher to open and close the public hearing. Seconded by Herold. Ayes-All Motion carried.
No public was heard for the hearing.
1) Jack Pope/Garden and Associates; Discussion of City Sewer Repairs
Jack spoke with Council regarding proposed sewer repairs. Mike Damon will continue to work with Jack. No action taken.
2) Discuss City’s Comprehensive Plan with Possible Action
Andrew Collings from the Des Moines Area Metropolitan Planning Organization spoke with council about how to get started on a comprehensive plan. This project may take up to 9 months. No action taken.
3) Approval of First Consideration of Ordinance 125 (Closing an Alley Located within the Corporate Limits of the City of Melcher-Dallas, Iowa)
A motion was made by Fisher to approve the first consideration of Ordinance 125. Seconded by Brown. Ayes: Fisher, Brown, Russell. Abstained: Herold. Motion carried
4) Approval to Waive Second and Third Consideration of Ordinance 125
A motion was made by Fisher to waive the second and third consideration of Ordinance 125. Seconded by Brown. Ayes: Fisher, Brown, Russell. Abstained: Herold. Motion carried.
5) Approval of Resolution 2015-47 (Proposing Disposal of An Interest in Real Property by Sale)
A motion was made by Fisher to approve Resolution 2015-47. Seconded by Brown. Ayes: Fisher, Brown, Russell. Abstained: Herold. Motion carried.
6) Approval of First Consideration of Ordinance 126 (Adding a New Section Regarding Raising Urban Chickens)
Public asked about the section in the proposed ordinance referring to the erection of a six foot privacy fence and wanted to know if existing owners could be excused (grandfathered in) from having to put up a fence. The City Clerk will check into the legality of grandfather clauses with the city attorney. A motion was made by Fisher to approve the first consideration of Ordinance 126 and the city clerk will check with the city attorney about grandfather clauses. Seconded by Herold. Ayes-All. Motion carried.
7) Approval of Resolution 2015-46 (Employee Wage Increase for FY2016)
A motion was made by Fisher to approve Resolution 2015-46. Seconded by Herold. Ayes-All. Motion carried.
8) Approval of Overnight Stay for Training for Officer Greatbatch
A motion was made by Herold to approve training and overnight stay for Officer Greatbatch. Seconded Fisher. Ayes-All. Motion carried.
9) Discuss Advertisement Sign at 302 NW 1st Street
A motion was made by Herold follow zoning regulations for signs in residential zones. Signs in residential zones cannot be larger than 3 x 3. Seconded by Brown. Ayes-All. Motion carried.
10) Amended Order Accepting Acknowledgment /Settlement Agreement 1st Violation
A motion was made by Fisher to accept the Acknowledgment/Settlement agreement for the 1st violation of tobacco sales to minors for D and S Grocery. Seconded by Herold. Ayes-All. Motion carried.
11) Discuss Hiring a Part-Time or On Call Person for the Library
A motion was made by Fisher to approve hiring a part-time/on call person for the public library. Pay will start at $7.25. Seconded by Herold. Ayes-All. Motion carried.
12) Discuss Animal Control Ordinance
Council reviewed sections 55.14, 55.16, and 55.17. The ordinance amendment will be on the August agenda.
13) Discuss Property Clean Up at 307 SW 2nd
The city municipal crew will drive by and review the clean up process.
14) Approval to Remove Dead Tree at Ball Field
A motion was made by Herold to approve Morris Tree Service to drop atree by the ball park. Seconded by Brown. Ayes-All. Motion carried.
15) Discuss Mowing of Field By the Coop
A motion was made by Herold to approve that South Central Coop can continue to mow their south field for hay as done in previous years. Seconded by Brown. Ayes-All. Motion Carried.
16) Discuss Paying Employees For Time Off Due to Rescue/Fire Calls
A motion was made by Fisher to approve that any city staff who volunteers on the Fire/Rescue department get paid if they are called away during working hours for fire or rescue as long as the call is in town and they are not transporting to Des Moines. Seconded by Herold. Ayes-All. Motion carried.
17) Discuss Dilapidated Building Owned by Lloyd Hedrick
Tabled until August meeting.
18) Update on Property Clean Up at 111 SW 1st
Property continues to improve. No action.
Parks: Discussed park bench repair, water usage and hollowed tree above playground equipment.
Streets: Patch potholes.
