Mayor Van Wyk called the meeting to order at 7:00 pm

Roll Call:

Approval of Agenda

A motion was made by Fisher to approve the agenda. Seconded by Robbins. Ayes-All. Motion carried.

NOTICE TO THE PUBLIC: All items listed under the consent agenda will be enacted by one motion. There will be no separate discussion on these items unless a request is made prior to the time Council votes on the motion.

CONSENT AGENDA

Approval of May 9th 2016 Council minutes

Approval of Claims from May 9th –June 10th 2016 in the amount of $299,499.16

Approval of D & S Liquor License Renewal

A motion was made by Robbins to approve the consent agenda. Seconded by Fisher. Ayes-All. Motion carried

Sheriff’s Report

Lt Kingrey gave the Sheriff’s report

PERSONS WISHING TO SPEAK (LIMITED TO FIVE MINUTES)

Public spoke to council regarding the sale of a property. Public spoke to council regarding water drainage. Council will meet with the resident at their property to come up with a solution for water drainage. Sinners and Saints asked council if they could block off four spots in front of the bar on Friday night (Coal Miners) and Craftiques would like one spot blocked off in front of the shop.

OPEN PUBLIC HEARING Re-Zoning of R1/Residential Property to C-1/Commercial Property

A motion was made by Robbins to open the public hearing. Seconded by Fisher. Ayes-All. Motion carried.

Public was present to speak about the rezoning. A motion was made by Fisher to accept two letters from the public for the record. Seconded by Herold. Fisher: Aye, Robbins: Aye, Herold: Aye, Ernst: Aye, Alexander: Aye. Motion passed.

A motion was made by Robbins to accept the packet submitted by Ellis Law Firm/Gina Greubel to council. Seconded by Herold. Fisher: Aye, Robbins: Aye, Herold: Aye, Ernst: Aye, Alexander: Aye. Motion passed

A motion was made by Fisher to close the public hearing. Seconded by Robbins. Ayes-All. Motion carried.

NEW BUSINESS

  1. Approval of First Consideration of Ordinance 135 (Amending the Zoning Ordinances: changes from R1 (residential) to C-1 (commercial).

A motion was made by Robbins to approve the first consideration of Ordinance 135. Seconded by Fisher.

Fisher: Nay, Alexander: Abstain, Herold: Aye, Ernst: Nay, Robbins: Aye. Motion did not pass due to tie vote.

  1. Approval to Waive Second and Third Consideration of Ordinance 135 ((Amending the Zoning Ordinances: changes from R1 (residential) to C-1 (commercial).

  1. Garden and Associates: Discuss Sewer Rehab/Study Plan with Possible Action

A motion was made by Robbins to approve expenditures up to $13,000 for the Study Report. Seconded by Fisher. Ayes-All. Motion carried. There was discussion after the vote regarding a culvert that needs repaired. Clerk will put the item on July’s agenda.

  1. Approval of Resolution 2016-65 (Approval to Hire New Part-Time Police Officer)

A motion was made by Herold to approve Resolution 2016-65 and hire Steven Wright. Seconded by Fisher. Ayes-All. Motion carried.

  1. Mayor Administers Oath of Office to Officer Wright

The mayor administered the Oath to Steven Wright.

  1. Approval of New Zoning Map

A motion was made by Robbins to approve the new zoning map. Seconded by Herold. Ayes-All. Motion carried.

  1. Discuss Commercial Properties

Council discussed excessive tires at a property and wants a letter sent to the business owner.

  1. Discuss Golf Cart Inspection Process with Possible Action

A motion was made by Ernst to allow Cory Johnson to help with golf cart inspections for the City. Seconded by Robbins. Ayes-All. Motion carried.

  1. Discuss Water Drainage in Ditch at 303 SW “A” Street with Possible Action

The resident at 303 SW “A” street will continue to work on keeping the weeds down at his ditch. The ditch has a steep grade and makes it difficult to mow. The ditch allows for poor drainage which causes excessive weeds.

  1. Discuss Water Drainage in Ditch at 116 SW 1st Street and Feral Cats at 116 SW 1st Street with Possible Action.

No action. Resident was not present.

  1. Discuss Water Drainage in Ditch at 304 NE “C” Street with Possible Action

Tabled: Staff will continue to investigate the drainage issues.

  1. Discuss Water Drainage in Ditch at 705 Hwy S45

No action. Resident was not present

  1. Set Date and Time for Employee Evaluations

A motion was made by Robbins to conduct employee evaluations on July 11th starting at 5:00 pm. seconded by Herold. Ayes-All. Motion carried.

  1. Approval of Resolution 2016-66 (Employee Wage Increase)

Council discussed the wage increases on the resolution. A motion was made by Herold to table the Resolution until the July 11th evaluations. Seconded by Robbins. Ayes-All. Motion carried.

  1. Approval of Additional Interior Cost for Library Renovation

A motion was made by Herold to approve the additional costs for the interior work for the library. Seconded by Fisher. Ayes-All. Motion carried.

  1. Approval of Resolution 2016-64 (Debt Transfer)

A motion was made by Herold to approve Resolution 2016-64. Seconded by Robbins. Ayes-All. Motion carried.

  1. Discuss Purchasing New Lawn Mower with Possible Action

A motion was made by Herold to purchase the needed part for the current lawn mower to fix it and look into financing of a new mower. Seconded by Robbins. Ayes-All. Motion carried.

OLD BUSINESS

  1. Open Tree Removal Bids

Two bids were submitted for tree removal from the City Right of Ways: Rohrichs Tree Service and Morris Tree Service. A motion was made by Fisher to reject the bids due to budgetary constraints, minimize the tree list and roll over $5,000.00 from the FY2016 tree fund to FY2017 and re-bid the project. Seconded by Herold. Ayes-All. Motion carried.

Parks-Find out cost of new merry go round

Streets-Fire dept. needs two sections seal coated.

Fire Chief Report-7 total calls for May-June. 3 rescue and 4 fire. Would like remaining FY2016 budget rolled over for Bunker gear.

Library Board Report-NA

Planning and Zoning Report-NA

Board of Adjustment Report-NA

Mayor’s Report– Mayor is going to a meeting in Albia to get ideas on grants and city renewal/improvements.
