Mayor Van Wyk called the meeting to order at 7:00 pm

NOTICE TO THE PUBLIC: All items listed under the consent agenda will be enacted by one motion. There will be no separate discussion on these items unless a request is made prior to the time Council votes on the motion.

CONSENT AGENDA

Approval of April 11th 2016 Council minutes

Approval of Claims from April 11th –May 9th in the amended amount of $34,689.73

Treasures Report

Approval of Consent Agenda

A motion was made by Robbins to approve the consent agenda. Seconded by Fisher. Ayes-All. Motion carried

Approval of Agenda

A motion was made by Fisher to approve the agenda. Seconded by Robbins. Ayes-All. Motion carried.

Sheriffs Report

Deputy Sheriff was present to give council a report for April 2016

PERSONS WISHING TO SPEAK (LIMITED TO FIVE MINUTES)

Public spoke to council regarding changing the flow of storm water on South Main Street to redirect it away from a residents driveway. Mayor asked that the project be done within two week from May 9th.

OPEN PUBLIC HEARING FY2016 Budget Amendment

A motion was made by Fisher to open the public hearing. Seconded by Robbins. Ayes-All. Motion carried.

There was no public present to speak about the budget amendment.

CLOSE PUBLIC HEARING

A motion was made by Herold to close the public hearing. Seconded by Robbins. Ayes-All. Motion carried.

NEW BUSINESS

  1. Approval of Resolution 2016-61 (FY2016 Budget Amendment)

A motion was made by Robbins to approve Resolution 2016-61. Seconded by Fisher. Ayes-All Motion Carried.

  1. Discuss Mowing Lien Payment Arrangement at 413 NE 2nd With Possible Action

A motion was made by Fisher to approve a monthly payment plan to City Hall to clear mowing liens for a recently purchased property. The total balance must be paid within 4 months. Seconded by Robbins. Ayes-All. Motion carried.

  1. Coal Miners Committee: Discussion of 2016 Coalminers Event

The Coalminers Committee supplied the council with a written report outlining the events that will take place.

  1. Lions Club: Discuss Painting Play Ground Equipment with Possible Action

The Lions Club asked council if they could paint some of the older playground equipment at the park. A motion was made by Herold to allow the Lions Club to paint the equipment. Seconded by Fisher. Ayes-All. Motion

  1. Approval of Additional External Library Construction

A motion was made by Robbins to approve additional construction to the exterior of the Library. Seconded by Fisher. Ayes-All. Motion carried.

  1. Discuss Dilapidated Building at D Main Street/Lloyd Hedrick

A motion was made by Robbins to continue to move forward with the abatement process to remove the structure. Seconded by Herold. Ayes-All. Motion carried.

  1. Discuss Proposed Zoning Changes at NE 2nd Street/Gina Greubal

A motion was made by Robbins to set the proposed rezoning public hearing for the empty lot at NE 2nd to June 13th at 7:00 pm at City Hall. Seconded by Fisher. Ayes-All. Motion carried.

  1. Comprehensive Plan Presentation

Andrew Collings from the Des Moines Metropolitan Planning Organization presented the proposed zoning map to council as well as a presentation about Comprehensive Plans and Zoning and Planning.

No Action.

  1. Approval of Resolution 2016-60 (Wage Increase for Interim Police Chief)

A motion was made by Robbins to approve Resolution 2016-60. Seconded by Ernst. Ayes-All. Motion carried.

  1. Approval of Resolution 2016-62 (Reduction of Interest Rate for Water Revenue Bond)

A motion was made by Fisher to approve Resolution 2016-62. Seconded by Herold. Ayes-All. Motion carried.

  1. First Consideration of Ordinance 134 (Amending Ordinance 69.08-No Parking Zones

A motion was made by Robbins to approve the first consideration of Ordinance 69.08. Seconded by Fisher.

  1. Approval to Waive Second and Third Consideration of Ordinance 134

A motion was made by Robbins to waive the second and third consideration of Ordinance 134. Seconded by Fisher.

  1. Discuss Water Drainage in Ditch at 208 SW 2nd with Possible Action

Tabled: Staff will look at the ditch to determine how to resolve the excess drainage.

  1. Approval to Charge BOA Requests and Zoning Changes

A motion was made by Robbins to charge BOA Requests/Zoning Changes $50.00 for the application and all other costs incurred. Seconded by Herold. Ayes-All. Motion Carried.

  1. Discuss Sewer Lien Forgiveness at 109 NW 2nd Street with Possible Action

Tabled: Clerk will investigate how much was assessed.

  1. Review and Discuss Tree Removal Bids with Possible Action

Tabled: Bids not opened

DEPARTMENT REPORTS

Water-NA

Sewer-Staff and two council members will be talking with Jack Pope from Garden and Associates regarding the sewer system.

Parks-NA

Streets-Staff and council discussed a bad culvert at 511 NE 3rd.

Fire Chief Report-2 fire calls and 18 rescue calls. They are ordering 11 sets of bunker gear.

Library Board Report-NA

Planning and Zoning Report-Meeting Minutes

Board of Adjustment Report-NA

Mayor’s Report– Mayor would like zoning to meet and discuss the expectations of the board. Also, send letters to citizens affected by the rezoning letters regarding the June 13th public hearing.

Council’s Report-Council wants staff to look at smashed culverts around town and see about opening them up.
