Regular Council Meeting

Melcher-Dallas City Hall

 7:00 P.M.

CALL TO ORDER 7:10 P.M.

Mayor Van Wyk called the meeting to order at 7:00 pm

Roll Call:

Council Members Present: Fisher, Herold, Ernst, Alexander. Council member Robbins arrived at 7:30 pm.

Mayor Van Wyk swore in the new Reserve Police Officer Jacob Hoch.

Approval of Agenda

A motion was made by Fisher to approve the agenda.  Seconded by Ernst.  Ayes-All. Motion carried.

CONSENT AGENDA

Approval of January 4th and January 9th 2017 Council Minutes

Approval of Claims from January 9th –February 10th 2017  in the amount of $104,477.16

Approval of Liquor License Renewal for The Other Side

Treasurers Report

Approval of Consent Agenda

A motion was made by Fisher to approve the consent agenda. Seconded by Ernst.  Ayes-All. Motion carried

Sheriff’s Report

NA

PERSONS WISHING TO SPEAK (LIMITED TO FIVE MINUTES)

Mike Hoch would like consideration for a pay increase for his position.  The item will be added to March’s agenda.

NEW BUSINESS

  1. Mark Reinders/Mid American Energy: Discussion of Franchise Fee with Possible Action

Mark Reinders, the spokesperson for Mid American Energy spoke to the council and public about the franchise fee.  He discussed the guidelines for implementing the franchise fee. A motion was made by Fisher to table the topic until the April.  The clerk will draft an informative letter/survey to the public regarding the Franchise fee. Seconded by Herold. Ayes-All. Motion Carried.

  1. Approval of Proposed FY2018 Budget

A motion was made by Robbins to approve the proposed FY2018 budget.  Seconded by Fisher. Ayes-All. Motion carried.

  1. Set Date and Time for Budget Public Hearing

A motion was made by Robbins to set the budget public hearing for March 1st at 5:30 pm at City Hall. Seconded by Fisher. Ayes-All. Motion Carried.

  1. Approval of Resolution 2017-82 (Approval to Hire Part Time Police Officer)

A motion was made by Fisher to approve Resolution 2017-82. The resolution outlined hiring Jacob Hoch at $18.00 per hour as a part time reserve police officer. Seconded by Robbins. Ayes-All. Motion Carried.

  1. Approval of Resolution 2017-81 (Bank Signatures: Adding Deputy Clerk to Bank Signatures)

A motion was made by Robbins to approve resolution 2017-81.  The resolution outlined adding Ruth Ryun, Deputy Clerk to the bank signatures.  Seconded by Fisher. Ayes-All. Motion carried.

  1. Approval of Training for Mike Damon: Annual IRWA Conference

A motion was made by Fisher to approve Mike Damon attending the Annual 3 day IRWA Conference for his required CEU credits. Seconded by Herold.  Ayes-All. Motion carried.

  1. Discuss Cell phone Policy with Possible Action

Council discussed how to track violations of the City’s cell phone policy.  A motion was made by Robbins to table the item until the clerk had more information to create a procedure for consequences.  Seconded by Fisher. Ayes-All. Motion carried.

  1. Discuss Pouring Concrete Behind the Library with Possible Action

The Library will be pouring a 22 X 44 foot concrete pad behind the new building and will need rock at the end of the cement edge. The Library would like the City to pay for the gravel.  A motion was made by Robbins to pay up to $1,500.00 for gravel.  Seconded by Fisher.  Ayes-All.  Motion Carried.

  1. Discuss FEMA Flood Map Changes

A motion was made by Robbins to table the topic until the April 10th  meeting.  The clerk will post the proposed flood plain changes to inform the public. The information and map will be available for public to view at City Hall. Seconded by Fisher.  Ayes-All. Motion carried.

  1. Discuss Putting in a Community Garden with Possible Action

No Action

  1. Approval of Application for Payment Number (1) to Vanderpool for Culvert Project in the Amount of $62,184.28

A motion was made by Fisher to approve the Vanderpool payment in the amount of $62,184.28. Seconded by Herold.  Ayes-All. Motion Carried.

  1. Discuss Truck Parking at The Truck Lot with Possible Action

A motion was made by Fisher to approve a letter being sent to the truck drivers outlining the parking rules.  Drivers will also be assigned a parking tag.  Seconded by Robbins.  Ayes: Fisher, Alexander, Robbins, Ernst.  Abstain: Herold.

Motion Passed.

OLD BUSINESS

  1. Discuss Animal Control with Possible Action

A motion was made by Herold to contract with the Marion County Humane Society for animal release from the Melcher-Dallas animal pound.  The City will continue to look for animal control. Seconded by Fisher. Ayes-All. Motion carried.

  1. Discuss Abandoned Properties With Possible Action

A motion was made by Fisher to move forward with the abandonment process for 109 NW 2nd .  Seconded by Robbins. Ayes all. Motion carried.

DEPARTMENT REPORTS

Water-NA

Sewer-NA

Parks- NA

Streets-Council asked that the new stop sign’s on main have a paint strip in front of them.

Public Safety- The Police Chief is now certified for salvage inspection’s.

Fire Chief Report

 Library Board Report-The Science Center will be at the Library on June 13th as part of the summer reading program.

Planning and Zoning Report-there are two new homes being built in town.

 Board of Adjustment Report-NA

Mayor’s Report-.None

Council’s Report-council asked that a letter be sent to a resident regarding a trash fire and the clean-up of rubbish.  Council would like to look into purchasing a marquee sign to post messages and upcoming events.  Council wants to move forward with a building inspection of the old library
