Mayor Karpan called the city council meeting to order at 7:06 p.m.

Council members present: Fisher, Herold, Russell. Council members Brown and Alexander were absent.

Approval of Agenda
A motion was made by Fisher to approve the agenda. Seconded by Russell. Ayes-All. Motion carried.

NOTICE TO THE PUBLIC: All items listed under the consent agenda will be enacted by one motion. There will be no separate discussion on these items unless a request is made prior to the time Council votes on the motion.

CONSENT AGENDA
Approval of November 10th , 2014 Minutes
Approval of Claims from November 8th-December 5th, 2014 in the amended amount of $95,626.12
Approval of Treasurers Report

Approval of Consent Agenda
A motion was made by Fisher to approve the consent agenda. Seconded by Russell. Ayes-All. Motion carried

PERSONS WISHING TO SPEAK (LIMITED TO FIVE MINUTES)
No public was present

OPEN PUBLIC HEARING: Rezoning of City Property from R1 (Residential) to C1 (Commercial)

A motion was made by Herold to open the public hearing at 7:09 pm. Seconded by Russell. Ayes-All. Motion carried.

CLOSE PUBLIC HEARING
A motion was made by Fisher to close the public hearing. Seconded by Herold. Ayes-All. Motion carried.
There was no public comment.

NEW BUSINESS

1. Discuss Snow Removal on Lincoln Street
Council discussed the snow removal at 605 Lincoln Street. A motion was made by Herold that the city will plow the section of Lincoln St. up to where the new 2014 asphalt ends. This is approximately one truck length from the garage. The tractor with blade will pull the snow from South to North to clear that section. Seconded by Fisher. Ayes-All. Motion carried.

2. Approval of Ordinance 122 (Zoning)
A motion was made by Fisher to approve Ordinance 122. Seconded by Herold. Ayes-All. Motion Carried.

3. Approval to Waive 2nd and 3rd Reading of Ordinance 122
A motion was made by Fisher to waive the 2nd and 3rd reading of Ordinance 122. Seconded by Herold. Ayes-All. Motion carried.

1. Discuss Property at Newkirks with Possible Action
A motion was made by Fisher to donate the property to the Melcher-Dallas School. Seconded by Herold. Ayes-All. Motion Carried.

2. Discuss Reinvesting IPAIT Money with Possible Action
No action

3. Discuss City Hall Christmas Hours
A motion was made by Herold to change City Hall’s 2014 holiday hours to be closed December 25th and 26th. Seconded by Russell. Ayes-All. Motion Carried.

4. Discuss Used Copier
A motion was made by Herold to put the copier up for bid. If no bids are received or accepted the copier will be donated to the Lions club for printing newsletters. Seconded by Russell. Ayes-All. Motion carried.

5. Approval of Resolution 2014-35 (Write Off Bad Debt for Utilities)
A motion was made by Herold to approve Resolution 2014-35 excluding one account which will be removed and pursued as tax lien special assessment. Seconded by Russell. Ayes-All. Motion carried.

6. Midwest Recovery-Set Date for Appliance Pick Up
No action. Council discussed having a list of people who pick up appliances on hand at city hall and passing the information onto residents if they inquire about pick-ups.

7. Set Date/Time for Budget Workshops
Council will start budget workshops on January 12th at 5:00 pm.

8. Approval to Order Sign for Recycling Site
A motion was made by Fisher to approve a “no dumping” sign to be placed where the recycling bin sat. Seconded by Herold. Ayes-All. Motion carried.

9. LL Pelling-Seal Coat Pricing
Council reviewed and locked in sealcoat pricing for next year.

10. Recycling Bin Hours
Mike Hoch will work the third Saturday of each month at the recycling site.

OLD BUSINESS
11. Approval of Ordinance 121 (Amendment to Water Service Line)
A motion was made by Herold to approve Ordinance 121 with amendments. Seconded by Russell. Ayes-All. Motion Carried.

12. Approval to Waive 2nd and 3rd Reading of Ordinance 121
A motion was made by Fisher to waive the 2nd and 3rd reading of Ordinance 121. Seconded by Russell. Ayes-All. Motion carried.

DEPARTMENT REPORTS
Water:
Sewer: HydraKleen did scheduled televising on Church street and found a separation in the sewer line. The line will be fixed asap.
Parks: A group will be decorating the tree at the park on December 13th.
Streets: NA
Public Safety Report: Council received a written report
Fire Chief Report: NA
Library Board Report: NA
Planning and Zoning Report: NA
Board of Adjustment Report: Minutes from the Verizon tower meeting were on hand for review.
Mayor’s Report: The Marion County landfill will take flat screen T.V’s for free and T.V’s with a tube and appliances are $5.00
Council’s Report: People are having trouble remembering to stop at the stop sign by the elementary school. City Clerk will look into “stop ahead” signs to put up to help control the stop sign.
