Mayor Karpan called the city council meeting to order at 7:00 p.m.

Council members present: Fisher, Herold, and Russell. Council member Alexander was not present.

Approval of Agenda
A motion was made by Fisher to approve the agenda. Seconded by Herold. Ayes-All. Motion carried.

NOTICE TO THE PUBLIC: All items listed under the consent agenda will be enacted by one motion. There will be no separate discussion on these items unless a request is made prior to the time Council votes on the motion.

CONSENT AGENDA
Approval of October 12th 2015 Minutes
Approval of Claims from October 9th-November 9th, 2015 in the amended amount of $34,833.05
Approval of Treasurers Report: Not available
Approval of Consent Agenda
A motion was made by Fisher to approve the consent agenda. Seconded by Herold. Ayes-All. Motion carried.

PERSONS WISHING TO SPEAK (LIMITED TO FIVE MINUTES)
Public spoke about the Urban Chicken Ordinance in respect to the section that states that a privacy fence must be erected around the chickens. Council will re-visit that section at the December meeting.

Open Public Hearing

Proposed Closing of Street Parcel A of the SW ¼ of the NE ¼ of Sec. 11-T74N-R21W the Original Town of Dallas, Iowa, now known as Melcher-Dallas, Iowa
Close Public Hearing

A motion was made by Fisher to open the public hearing. Seconded by Russell. Ayes-All. Motion passed.

Public inquired about the section of right of way and where it was located.

A motion was made by Fisher to close the public hearing. Seconded by Russell. Ayes-All. Motion passed

NEW BUSINESS

1) Approval of Resolution 2015-53 (Resolution Directing the Sale of Interest in Real Property Following the Public Hearing
A motion was made by Fisher to approve Resolution 2015-53 re-bid for the new library renovations/construction. Seconded by Herold. Ayes-All. Motion carried.

2) Approval of First Consideration of Ordinance 129 (Amendment to Driveway Culvert Section
A motion was made by Fisher to approve the first consideration of Ordinance 129 with a change to 135.14 from schedule 40 to schedule 80. Seconded by Herold. Ayes-All. Motion carried.

3) Approval to Waive Second and Third Consideration of Ordinance 129
A motion was made by Herold to waive the second and third of Ordinance 129. Seconded by Fisher. Ayes-All. Motion carried.

4) Discuss Forgiving Water Leak with Possible Action
A motion was made by Herold to issue a one-time forgiveness on a water leak. Seconded by Russell. Ayes-All. Motion carried.

5) Set Date and Times for Budget Workshop
The first FY2017 budget workshop will be held on December 14th at 5:30 pm in the council chambers.

6) Approval of Library Renovation Bid
A motion was made by Fisher to approve the exterior renovation bid from the Wilson Group. The project has a complete date of April 15th 2016. Seconded by Herold. Ayes-All. Motion carried.

7) Approval to Purchase ACH Utility Billing
A motion was made by Herold to approve the purchase of the ACH Utility Billing Module for ACH withdrawal. Seconded by Russell. Ayes-All. Motion carried.

8) Approval of Liquor License Renewal for Casey’s
A motion was made by Fisher to approve the license renewal for Casey’s. Seconded by Herold. Ayes-All. Motion carried.

9) Approval for Clerk to Attend Budget Workshop
A motion was made by Fisher to approve the clerk attending the budget workshop hosted by Iowa League of Cities. Seconded by Russell. Ayes-All. Motion carried.

10) Discuss Spring Weed and Fertilizer Treatment for the Park
Tabled

11) Approval of Purchase of Winter Coats for Maintenance Department
A motion was made by Fisher to approve the purchase of three Hi-Vis coats for the maintenance department. Seconded by Herold. Ayes-All. Motion carried.

OLD BUSINESS

12) Discuss Employee Handbook with Possible Action
Tabled until January

DEPARTMENT REPORTS
Water: NA
Sewer: Look into checking manhole leakage (next year)
Parks: Continuing to look at cameras.
Streets: Continue to look into street crack repairs.
Public Safety Report: Paper report to council
Fire Chief Report: The vandalized door at the fire station has been paid for by the juvenile
Library Board Report: The library had 24 children attend the reading program
Planning and Zoning Report: NA
Board of Adjustment Report: NA
Mayor’s Report: Mayor wants to know when South Central Coop will clean up the tree debris from the cottonwoods. Also would like to see if a flashing pedestrian light can be installed at the stop sign on main by the elementary school.
Council’s Report: Make sure ice melt does not get put onto the sidewalks that were newly poured this summer.
