Mayor Karpan called the city council meeting to order at 7:00 p.m.

Council members present: Fisher, Alexander, Herold, Russell. Council member Brown was absent.

Approval of Agenda
A motion was made by Fisher to approve the agenda with changes to action item number seven. Item should read as follows: Approval of Resolution 2014-32 (New Hire Wage Increase). Seconded by Russell. Ayes-All. Motion carried.

NOTICE TO THE PUBLIC: All items listed under the consent agenda will be enacted by one motion. There will be no separate discussion on these items unless a request is made prior to the time Council votes on the motion.

Approval of October 13th , 2014 Minutes
Approval of Claims from October 11th, 2014-November 7th in the amount of $57,595.89

Approval of Consent Agenda
A motion was made by Fisher to approve the consent agenda. Seconded by Russell. Ayes-All. Motion carried.

PERSONS WISHING TO SPEAK (LIMITED TO FIVE MINUTES)
1) Resident had a complaint regarding a phone message that was received. Message was someone impersonating a council member.
2) Resident expressed concerns that he is unable to mow his ditch due to a steep grade.

NEW BUSINESS

1. Approval of Ordinance 119 (Amendment of Golf Cart Ordinance)
A motion was made by Herold to approve the amendment to the golf cart ordinance. Seconded by Russell. Ayes-All. Motion Carried.

2. Approval to Waive 2nd and 3rd Reading of Ordinance 119
A motion was made by Herold to waive the 2nd and 3rd reading of ordinance 119. Seconded by Russell. Ayes-All. Motion carried.

3. Approval of Ordinance 120 (Amendment of UTV Ordinance)
A motion was made by Herold to approve ordinance 120. Seconded by Russell. Ayes-All. Motion carried.

4. Approval to Waive 2nd and 3rd Reading of Ordinance 120
A motion was made by Herold to waive the 2nd and 3rd reading of ordinance 120. Seconded by Russell. Ayes-All. Motion carried.

5. Approval of Ordinance 121 (Amendment of Water Service Pipe Ordinance) Tabled

7. Approval of Resolution 2014-32 (New Hire Wage Increase)
A motion was made by Fisher to approve resolution 2014-32. Seconded by Russell. Ayes-All. Motion carried.

8. Approval of Resolution 2014-33 (Fund Transfer)
A motion was made by Fisher to approve resolution 2014-33. Seconded by Herold Ayes-All. Motion carried.

9. Discuss with Possible Action Windstream Contract
A motion was made by Herold to extend Windstreams current contract to 36 months for additional savings. Seconded by Fisher. Ayes-All. Motion carried.

10. Final Approval of Verizon Cellphone Tower
A motion was made by Fisher to make a final approval for the Verizon cellphone tower. seconded by Russell. Ayes-All. Motion carried.

11. Open Sealed Bids for City Truck
A motion was made by Herold to reject all bids for the city truck and have the employees continue to drive the truck. The entire clutch will be fixed if the slave cylinder goes out.

12. Possible Closed Session to Discuss Sale of Property Pursuant to Iowa Code Section 21.5 (1) (j) (2013) No Action

13. Discuss 413 NE 2nd : Pursue as Abandoned Property with Possible Action. A motion was made by Herold to pursue 413 NE 2nd as abandoned property. Seconded by Fisher. Ayes-All. Motion Carried.

14. Approval of Liquor License Renewal for Casey’s General Store
A motion was made by Fisher to approve Casey’s liquor license renewal. Seconded by Herold. Ayes-All. Motion carried.

15. Discuss Adding Home Occupation Section to Zoning
No Action taken

OLD BUSINESS

16. Discuss Fence Ordinance with Possible Action
Council discussed feedback from the City attorney and the insurance company regarding the ordinance for required fence around swimming pools.

17. Approval of Third Reading for Ordinance 117 (Repealing Section 165.21 of Zoning Regulation of Fences).
A motion was made by Fisher to disapprove the repeal for Ordinance 117. The ordinance was not approved. Seconded by Herold. Ayes-All. Motion carried.

18. Discuss Sidewalk Repair Programs with Possible Action
Tabled

19. Review Possible Truck Purchases
Council discussed a five year plan to put money aside each year into a fund to go towards a new city truck.

Mayor’s Report: Mayor had a question about recycling and cameras at the tree dump.

Council’s Report: Council talked about employees taking vehicles home. They discussed contractors for city sewer/water line repairs as well as tree removal.

Clerk’s Report (Clerks Notes): Clerk will attend a budget workshop on Dec. 4th.
