Due to an electrical outage the City Council Meeting was held at the Fire Station and the meeting was convened at 7:25 p.m. on October 12, 2015.

Council members present: Fisher, Alexander, Herold, and Russell.

Approval of Agenda
A motion was made by Fisher to approve the agenda with changes. Seconded by Russell. Ayes-All. Motion carried.

Approval of September 14th 2015 Minutes
Approval of Claims from September. 11th -October 9th 2015 in the amount of $49,934.52

A motion was made by Fisher to approve the consent agenda. Seconded by Russell. Ayes-All. Motion carried.

PERSONS WISHING TO SPEAK (LIMITED TO FIVE MINUTES)
Public was present to speak about vandalism to property and address an issue with disorderly conduct.

OPEN PUBLIC HEARING

Proposed Closing of Street Parcel A of the SW ¼ of the NE ¼ of Sec. 11-T74N-R21W the Original Town of Dallas, Iowa, now known as Melcher-Dallas, Iowa

A motion was made by Fisher to open the public hearing. Seconded by Herold. Ayes-All. Motion passed.

NEW BUSINESS

1) Approval of First Consideration of Ordinance 128(Closing a Street Located within the Corporate Limits of the City of Melcher-Dallas, Iowa)
A motion was made by Fisher to approve that the first consideration of Ordinance 128. Seconded by Herold. Ayes-All. Motion carried.

2) Approval to Waive Second and Third Consideration of Ordinance 128
A motion was made by Fisher to waiving the second and third consideration of Ordinance 128. Seconded by Russell. Ayes-All. Motion carried.

3) Approval of Resolution 2015-52 (Proposing Disposal of An Interest in Real Property by Sale)
A motion was made by Herold to approve Resolution 2015-52. Seconded by Russell. Ayes-All. Motion carried.

4) Reject Library Renovation Bid
A motion was made by Fisher to reject the submitted bid for the exterior work at the new library. Seconded by Herold. Ayes-All. Motion carried.

5) Approval to Bid Same Scope of Last Library Bid with Extended Deadline
A motion was made by Fisher to rebid the exterior work for the new library with an extended deadline to complete the work. Work is to be completed by April 15th, 2016. Seconded by Russell. Ayes-All. Motion carried.

6) Approval to Repair Asbestos Removal Damage at New Library
A motion was made by Herold that the Public Works will repair the crack in the roof at the new library with spray foam. Seconded by Russell. Ayes-All. Motion carried.

7) Approval to Publish FY2015 Annual Finance Report and Submit to State Auditor
A motion was made by Fisher to publish the AFR and submit to the state auditor. Seconded by Herold. Ayes-All. Motion carried.

8) Discuss Reimbursement for Tree Removal with Possible Action
A motion was made by Herold to reimburse a citizen $150.00 for trimming dead branches out of a city right of way tree. Seconded by Fisher. Ayes-All. Motion carried.

9) Discuss New Representative for CIRHA with Possible Action
Council discussed finding a volunteer to become the new city representative for CIRHA (Central Iowa Regional Housing Association).

10) Approval for Training and Overnight Stay for Officer Johns
A motion was made by Herold to approve training and overnight stay for Officer Johns. Seconded by Russell. Ayes-All. Motion carried.

11) Approval of Training for City Clerk and Deputy Clerk
A motion was made by Fisher to approve software training for the City Clerk and Deputy Clerk. Seconded by Herold. Ayes-All. Motion carried.

12) Approval of 2015-2016 Land Lease Agreement for the Other Side
A motion was made by Herold to approve the 2015-2016 Land Lease agreement with the Other Side. Seconded by Russell. Ayes-All. Motion carried.

13) Discuss Installing Light Pole at NW B and S45 with Possible Action
A motion was made by Herold to replace the bulb on the pole that sits on the opposite side of the street with a 250 watt bulb to help with the lighting issues at that corner. It currently has a 100 watt bulb in it. Seconded Russell. Ayes-All. Motion carried.

14) Discuss Putting Crosswalk Sign at Alley on SW “A” Street (West of SW 1st)
A motion was made by Fisher to approve putting a crosswalk/pedestrian sign at the north entrance of the alley on SW “A” street. Seconded by Russell. Ayes-All. Motion carried.

OLD BUSINESS

15) Approval of Final Consideration of Ordinance 126 (Adding a New Section Regarding Raising Urban Chickens)
A motion was made by Herold to approve the final consideration of Ordinance 126. Current chicken owners will have 60 days to erect a privacy fence to stay in compliance with the ordinance. Seconded by Fisher. Ayes-All. Motion carried.

16) Approve Changes of Culvert Description
A motion was made by Fisher to approve the culvert description for the code of ordinances. The amended ordinance regarding culverts will be on the agenda for the next meeting. Seconded by Herold. Ayes-All. Motion carried.

17) Discuss Property at 111 SW 1st with Possible Action
A motion was made by Fisher to continue with the process of issuing a citation for property clean up. Seconded by Herold. Ayes-All. Motion carried.

18) Discuss Property at 408 North Street with Possible Action
Council discussed the property clean up at 408 North St. The owner is cleaning up the property but will need to adhere to the DNR regulations for proper clean up: no burning or burying of debris.

19) Discuss Coop Response to Street Platt
Council would like a representative from the Coop to attend the next council meeting to discuss the street.

20) Discuss Changing Trick or Treat (Beggars Night) From October 31st to October 30th
A motion was made by Fisher to leave Beggars Night scheduled for October 31st. Seconded by Alexander. Ayes-All. Motion carried.

21) Discuss Police Moving to Old Library with Possible Action
A motion was made by Fisher to table the matter until the 2016 budget meetings. Seconded by Herold. Ayes-All. Motion carried.

DEPARTMENT REPORTS
Water: Property at 408 SE 1st needs the cement work finished where they cut into the street to install water line.
Sewer: Investigate what it costs to put in shut off valves for sewer and if in city budget.
Parks: City needs to install motion lights and camera’s to help deter vandalism.
Streets: Start getting a list of streets that need crack work.
Public Safety Report: They are receiving complaints about speeding and parking.
Fire Chief Report: The fire dept. has done 108 rescue calls and 20 fire calls year to date.
Library Board Report: NA
Planning and Zoning Report: NA
Board of Adjustment Report: NA
Mayor’s Report: Mayor received complaints that the portable stop sign at the high school is hard to see.
Council’s Report: Council received complaints that people are speeding and running the stop sign on D main by the elementary school.
Clerk’s Report (Clerks Notes): The 2013, 2014 and 2015 audits are complete.
