CALL TO ORDER 7:10 P.M.
Mayor Van Wyk called the meeting to order at 7:07 pm
Council Members Present: Fisher, Herold, Ernst. Council member Robbins and Alexander was not present.
Mayor Van Wyk swore in the new Deputy Clerk Ruth Ryun and Administrative Associate Stephanie Ripperger.
Approval of Agenda
A motion was made by Fisher to approve the agenda. Seconded by Ernst. Ayes-All. Motion carried.
Approval of December 5th and 13th 2016 minutes.
Approval of Claims from December 14th 2016-January 9th 2017 in the amended amount of $36,592.83
Approval of Liquor License Renewal for D & S Grocery

A motion was made by Fisher to approve the consent agenda. Seconded by Ernst. Ayes-All. Motion carried

- Approval of Resolution 2017-76 (Mileage Reimbursement Rate)
A motion was made by Fisher to approve Resolution 2017-76. The mileage reimbursement rate for personal vehicle usage decreased from .54 cents (2016) to .53.5 cents per IRS guidelines. Seconded by Herold. Ayes-All. Motion carried.
- Approval of Resolution 2017-77 (Cell phone Policy)
A motion was made by Fisher to approve Resolution 2017-77. The policy outlines usage guidelines, reimbursement rates and when payout occurs. Seconded by Ernst. Ayes-All. Motion carried.
- Approval of Resolution 2017-78 (Approval to Hire and Set Wages for Permanent Part Time Deputy Clerk)
A motion was made by Herold to approve Resolution 2017-78. Ruth Ryun was hired as the part time Deputy Clerk. Seconded by Fisher. Ayes-All. Motion carried.
- Approval of Resolution 2017-79 (Approval to Hire and Set Wages for Administrative Associate)
A motion was made by Fisher to approve Resolution 2017-79. Stephanie Ripperger was hired as the part time Administrative Associate. This position will serve as a back up to the City Clerk and Deputy Clerk if they are absent or need additional help. Seconded by Ernst. Ayes-All. Motion Carried
- Discuss IMPACT Donation with Possible Action
No action Taken
- Discuss Changes to Handbook Regarding Holiday Pay with Possible Action
Council discussed the holiday pay policy in the employee handbook which states that holiday’s worked shall be paid out at time and half. The discussion involved changing the policy to read that holiday’s worked shall be paid at double time. A motion was made by Herold to leave the policy in place and pay out time and half for worked holidays. Seconded by Ernst. Ayes-All. Motion carried.
Fire Chief Report-The Fire Dept. had its officer election and most positions stayed the same.

Board of Adjustment Report-NA
Mayor’s Report-Mayor Van Wyk had questions regarding current projects.
Council’s Report-Council asked about the speed limit signs on NW 1st and asked if two of the existing signs should be moved so they are flush with each other.
